Ah yes of course, version 4!
I believe that this sprite sheet appeared around 2004 or 2005. The earlier version, which was the very same sheet I submitted for the 2004 Sprite Royal Rumble, was in desperate need of a make over. The changes in this version is that Lightning is wearing boots now which resemble Dr. Eggman and Hercules' shoe design (don't ask why /: ).
The most notable change is the overall shading of the sprite, more specifically his hair, which previously looked extremely edgy and had a dark outline. Moreover, the SSJ and SSJ4 sprite was drastically improved. Also I included Super Saiyan 3 which was a headache to sprite at the time and still is.
I don't remember if I submitted this sprite sheet in any fighting competitions aside from H_T's Tornado Tag Battalion 4 6 million years ago. My 2nd personal favorite sprite sheet from the Lightning the Hedgehog series.
